Tianjin, an industry hub with a long history, hasaccelerated its transformation of the mode ofeconomic development, by relying on its advantagesand advanced technologies, integratingindustries, cooperating with other regions anddeveloping in an intensive way. It focuses onconstructing high-end-, high-quality- and hightechnology-oriented industry structure, andaccelerates the process of shifting its industrychain from mid- and low-end towards high-endwith products “made in Tianjin” changing toproducts “created in Tianjin”. It is to nurture anumber of newly emerging industries, acceleratethe industrial agglomeration and achieve a sustainabledevelopment.

Tianjin’s industry structure has been optimizedconsistently with a higher degree of industrialagglomeration and with the development of anumber of competitive pillar industries and majorenterprise groups. In 2007, six major competitiveindustries, including electronic information,car-manufacturing, petrochemicals, metallurgy,bio-technology and modern medicine, and newenergy and environmental protection, achievedan industry value totaling 729.3 billion yuan,which accounted for 72.4 percent of the valueof large-scale industries of the city, and whosecontribution rate to industrial growth reached62.8 percent. The output value of Tianjin’s highand new technology totaled 282.45 billion yuan,accounting for 28 percent of the city’s industries.Tianjin is one of the six national comprehensivehigh and new technology industrial bases, whichare under construction.

Tianjin’s industrial structure has become furtheroptimized. The structure of three integrated industriallayers has taken shape. Tianjin is acceleratingthe construction of electronic informationindustry, car-manufacturing industry, metallurgy,space flight and aviation industry, equipmentmanufacturingindustry-cluster regions in theBinhai New area. Tianjin is also making full use ofthe industrial resources in central urban areas,and exerts more effort in constructing twentytechnological, original and urban industrial areas(buildings) such as Seagull Watch and TongguangTechnology via industrial integration andintensive development. Tianjin is making full useof the resource advantages of its districts andcounties. There are a number of leading industrybases including the micro-electronics industry inXiqing District and white goods industry in BeichenDistrict. There are also highly-specializedspecific industry bases such as fashion industryin Baodi District and bicycle-manufacturing industryin Wuqing District. These resources playan important role in creating more industrial opportunities,accepting industrial transferring andconstructing industrial chains.

Tianjin maintains adhering to the pivotal pointof enhancing its capacity for independent innovationand developing advanced technologyin creating its new industrial advantages. When itis further accelerating the major construction ofthe three levels of enterprise technological center,it attaches more importance to constructingindustrial innovative platform, developing generictechnology for industrial development, keytechnology and future technology. It will pushforward the innovation in industry, product andtechniques. Independent innovation is makingmore and more contribution to the local industrialgrowth.

Till the end of 2007, Tianjin had put in totally RMB3.07 billion yuan, establishing seven industrialR&D platforms including iron pipes, cars, Jinyao,electromechanical equipment, textile, medicineand Tiantie. It is estimated that there are 16State-level enterprise technological centers, 236municipal-level enterprise technological centersand 3,320 enterprise-level technological centers.

At the same time, Tianjin has been regardingprojects as a most important way to apply thescientific outlook on development and unswervinglyembarking on the track of modern industrialization.In the past five years, the city hasinvested up to RMB 326.4 billion yuan to supportmore than 2,800 transforming projects. A numberof major projects of significant economiesof scale and influential projects have been established.Since 2007, another three batches of60 major industrial projects totaling RMB 365.4billion yuan have been developed. The averageinvestment for each project amounts to RMB 6.09billion yuan. Among them, there are 29 high andnew technological projects with the investmenttotaling RMB 175.9 billion yuan, which accountsfor 48.1 percent of the total investment. It isestimated that these projects will generate RMB803.6 billion yuan once completed, becomingthe pillar for future industrial growth.

According to experts in this field, these projectsare of high technical level and have favorablecost benefit. They will have far-reaching influenceon other projects and play an importantrole in increasing the industrial volume, optimizingindustrial structure, promoting technologicalstandard and transforming developing mode.

According to the “Eleventh Five-Year Plan”, theinvestment scale in Tianjin’s industry will surpass600 billion yuan, making Tianjin an internationalmodern industrial base with top products, leadingtechnologies and significant economies of scale.
