As the traditional bicycle-manufacturing base,Tianjin aims to build a modern bicycle manufacturingand service center in China encouragedby the opening-up policies and developmentin the Binhai New Area. Tianjin takes thedominated position in North China in bicycleindustry. In this light, this industry can get fulldevelopment and innovation both in Tianjinand the rest of China.

China is the kingdom of bicycle, with the annualproduction of 85 million as well as 56million exports, which takes up 70 percent ofthe world’s bicycle trade. Nowadays, over 50percent of the bicycles in China are producedin Tianjin. However, this industry is not as powerfulas its large scale in Tianjin. The problemslie in the low level of producing and designing,and its brands and industry culture are in desperateneed to be promoted.

In order to improve the overall development ofthe bicycle industry, Tianjin put up the strategicplan for building the China Bicycle Industry Parkin 2006. After being seriously discussed, this parkwas finally chosen to establish in Wuqing District.

Wuqing District, a golden aisle that connectsBeijing and Tianjin, has the regional advantage,i.e. convenient transportation and solid industrialfoundation. Wuqing District is the vital distributingcenter for bicycle production in NorthChina. There are over 350 bicycle enterpriseswith annual production of 13 million, that is 40percent of the whole production in Tianjin, and20 percent of the national production. It contains3 distributing areas, i.e. Chagu Harbor,Wangqing Tuo, and Nancai Village.

Tianjin Municipal Government has listed ChinaBicycle Industry Park as the key constructionproject. The plan area of this industry park is20 square kilometers. Based on the idea ofestablishing three bases and one center, thispark has Manufacturing and Processing Basefor High-end Bicycles and Spare parts, R&Dand Manufacturing Base of New Materials forModern Manufacturing Industry, and ManufacturingBase for Related Industry, as well as theindustry culture center for bicycle exhibition,sports, education and leisure activities.

Since this project started in March 2007, thegeneral plan, design and layout model tablefor the 20 square kilometers park have beenfinished, as well as a 4,000 square metersexhibition center. The infrastructure constructionhas started. The first phase of 3.6 squarekilometers infrastructure construction and the190,000 square meters standard workshopswill be finished within the year.

So far 18 enterprises have been attracted tothis park, with the registered capital of RMB2.59 billion yuan, and total investment of RMB4.28 billion yuan. The famous enterprises ofnew materials, high-end bicycles and spareparts, and gym facilities have been settleddown in this park, which reflects the increasingstrength of this distributing center.

According to the development plan, it is estimatedthat there will have been 200 enterprisesmoving into this industry park by 2011, with theinvestment of RMB 20 billion yuan, and the totalvalue of their trade will reach RMB 60 billionyuan, and tax revenue of RMB 2 billion yuan.
