Based on the function identification, TianjinLin’gang Industrial Park (TLIP) has been constantlyimproving their industrial structure tostrive for further development. There are overRMB 10 billion yuan invested into this industrialpark, undertaking 36 investment projectswith the contract value over RMB 130 billionyuan. This provides a solid foundation for thenew industrial township’s development.

TLIP was first built in June 2003. The constructionof this park is based on land reclaimedfrom the sea. It is a national-level petrochemicalbase planned by the National Developmentand Reform Commission and one of the keydevelopment areas of Tianjin and Tianjin BinhaiNew Area.

The offshore construction area under the overallplanning of TLIP is about 80 square kilometers,which consists of 3 phases. Its developmenttarget is to become a significant nationalchemical base in North China, a ship building& maintenance base and an equipment manufacturingbase. Meanwhile, it will become aport logistics base, a R&D transformation base,and industrial tourism area and finally developsinto an offshore industrial new city.

TLIP has the superior transportation network.It is located at the opposite bank facing theTianjin Port, which is the largest harbor inNorth China. As one of the five largest areas ofTianjin Port, this industrial park has established30,000 DWT channel, 2 berths for liquid chemicalwharf with ten thousand DWT and above,and 5 berths for general wharf, whose annualthroughput can reach 10 million tons. TLIP isonly 38 km from Tianjin Binhai InternationalAirport—the largest air freight center of China.The main road network in this park has beenbuilt up, which is connected to the expresswayand railway.

Its convenient location and superior environmenthave attracted lots of enterprises to investin this hot land. At present, there are 10 WorldTop 500 enterprises invested in TLIP, and 5 projectsvalued at over RMB 10 billion yuan. Amongthe first two batches of 40 key projects in Tianjin,there are 8 projects in TLIP, which takes upthe 20 percent of the whole program. TLIP willtry their best to make sure the investment inplace can reach RMB 23 billion in 2008.

TLIP adopts strict methods of environmentalprotection in order to build the TLIP into a safeand green-designed zone. With the principle ofbeing technology, economical, environmentalprotection and urban safety oriented, TLIPputs their efforts to escape the traditionalconcept of pollution first and treatment afterwards.Based on the overall layout, TLIP carriesout the ISO 14001 Environment ManagementSystem, and composes the guidelines for environmentalprotection plan.

According to TLIP’s development plan andlong-term schedule, their investment contractsfund will reach RMB 140 billion yuan in 2008.They will have investment contract valued atRMB 500 billion yuan with the total industrialvalue of over RMB 800 billion yuan by 2020.What they are dedicated to building is a significantnational chemical base, a ship building &repairing base and an equipment manufacturingbase in China.
