Green trees, clear sky, limpid river, white duck.People will never believe that such scene is comingfrom a processing center for the waste electricproducts. People prefer to call it: city mine.

Located in Jinghai County, this center provides400,000 tons of copper, 150,000 tons of aluminum,200,000 tons of rubber and plastics materials,200,000 tons of iron and 50,000 tons ofother materials each year. It originates a quitebig non-ferrous metal material market, withbusiness connections all over the country.

Tianjin Ziya Circulative Economic Park (the Parkfor short) covers an area as large as 2.5 squarekilometers, with infrastructures such as water,electricity, road, and communication meetingdue standards. At present, there are 105factories in the Park. The annual capacity ofdisassembling and processing reaches 1 to 1.5million tons.

The Park is built under the overall requirementsof the Ministry of Environmental Protectionand the Tianjin Municipal Government. It isnow one of the biggest specialized centers ofNorth China for importing, disassembling andprocessing the abandons.

In 2007, authorized by the State Council, thePark was named as the national circulativeeconomic pilot site by the six ministries leadingby the National Development and ReformCommission. Simultaneously it won the title of“state-level recycling and processing demonstrationbase for the waste electronic products”from the Ministry of Industry and InformationTechnology. Also it was designated as the “enclosedarea management” for imported wastesby the Ministry of Environmental Protection.

On May 7, 2008, testified by the ChinesePresident Hu Jintao and the then JapanesePrime Minister Fukuda Yasuo, Huang Xingguo,mayor of Tianjin and Kenji Kitahashi, mayor ofKitakyushu, signed the memorandum for thecooperation between the two cities, on the developmentof Ziya Circulative Economic Park.

The park boasts of superior geographical locationand regional position. It borders on HebeiProvince, and is 150 kilometers from Beijing,60 kilometers from Tianjin, 60 kilometersfrom the Binhai International Airport, and 90kilometers from Tianjin New Harbor. The parkintersects with Jinghu (Beijing to Shanghai),Jingjiu (Beijing to Jiujiang), Jingguang (Beijing toGuangzhou) railways, as well as Tianjin Airportand Tianjin New Harbor, forming a solid integratedmodern network for transportation andcommunication.

The park adopts an enclosed managementmechanism. It has a full-time supervisory systemfor waste machines and electric productsto be disassembled and processed. There is acustoms supervision zone set up in the park,applying the electronic weighing bridge system,electronic recognition system, containerrecognition system and radioactivity detectionsystem, etc.. Those formed a united supervisoryorganization, which contains customs,quarantine and environmental protection.

The park has established a modern informationcenter, a portal known as the China ZiyaRecycling Economic Web and a renewableresources R&D center. The park preliminarilymaintains information-oriented business managementand combines producing, learningand researching in a scientific way. A professionalresearch group takes shape in the park.

At present, the forest belt of the Park is as largeas 143,000 square meters. The planned areaof the park in long run is 100 square kilometers,with that for the medium-term plannedarea being 50 square kilometers, and that forthe short-term one 30 square kilometers. ThePark will progressively build a ‘four-area’ system,which includes combined service area,research and development area, storage andlogistics area, and dismantling area.
