57.Tianjin: National New Energy Industrialization Base

Tianjin, although being an old industrial city inChina, has made great progress in new energyrelatedindustrial development. It is also a bigcontribution to the transformation of the city’sindustrial structure. Tianjin is leading in termsof new energy technology, manufacturing scaleand main products’ market share.

According to Economic and Trade Commissionof Tianjin, the city has been speeding upthe transformation of R&D results, promotingthe integration of researching, studyingand producing, and supporting science- andtechnology-oriented small and medium-sizedenterprises. Tianjin has established a green energyindustrial cluster of Li-ion and Ni-MH battery,solar panel, and wind power generators.

The almost completed production base oflithium ion battery is one of the representatives,which is the biggest in China. TianjinLishen Battery Joint-Stock Cooperation Ltd hasformed an annual production capacity of 100million of all kinds of Li-ion batteries with itsown innovation-oriented technology. At present,Phase V expanding construction is underway, which will help Lishen become the biggestLi-ion battery production base in China with anestimated annual production of 570 million.

With the development of Li-ion battery as coreindustry, research, development and industrializationof supporting key materials have alsostarted, among which, Tianjin B&M Science andTechnology Joint-Stock Co Ltd has becomeChina’s largest positive-pole material producerfor Li-ion battery. The company’s output valueof 2007 reached RMB 300 million yuan. TianjinJinniu Battery Material Co. Ltd has built a Li-ionbattery electrolyte industrialization base withannual production capacity of 1,000 tons. Thecompany has become the only one to produceelectrolyte with self-made Lithium Hexafluoroarsenateand the quality of product has beenratified by more than 10 battery companiesin China. Therefore, it could supply for Lishensufficiently. The output of Tianjin Jiuniu Batteryreached RMB80 million yuan in 2007.

Extraordinary progress has also been achievedin the field of solar panels. Researchers herehave intensified the research of thin-film solarcells technology and made breakthrough insingle and integrated technology. One is aboutthe new generation of a-si and poly-si tandemsolar cells’ technology, with which transformationrate of small proportion battery hasreached 11.8 percent in the laboratory environment.This rate is close to world-leading level.

Through the integration of researching, teachingand producing, transformation from solar panels’R&D achievements to industrialization hasalso made great progress. With technical supportof Nankai University, Tianjin Jinneng BatteryCompany has set up 5-megawatt productionline of a-si thin-film solar cells. It is estimatedthat it will have expanded to 100 megawatts’scale of glass substrate solar cells by 2010.

Supported by specialized capital of scienceand technology innovation, Nankai Universityand investment companies of Tianjin BondedZone set up Tanyang Photo Electricity TechnologyCompany, which implements medium testresearch of copper-indium- selenium film solarcells. The first 0.3-megawatt medium test lineof China is under construction.

Wind power industry dominated by foreign investmenthas basically taken shape. Due to theadvantages of geological position and logistics,Tianjin has attracted many well-known enterprisesfrom both home and abroad, such asVestas and LM Glasfiber of Denmark, GAMESAof Spain, Suzlon of India, Vaillant and Siemensof Germany, Dongfang Steam Turbine and MingyangElectric of China. The increase installingmachines and accumulated installing machineshave accounted for 40 percent of the total inChina. Tianjin thus has become a world-knowncity for manufacturing wind power equipment.

Sales of wind power products reached approximatelyRMB 10 billion yuan in 2007. Accordingto experts’ estimation, Tianjin will occupy 50percent market share of winder power by 2010.
