66.The nation’s first Help Center for Needy Workers have supported 370,000 workers during the past six years

The hotline of Tianjin Help Center for NeedyWorkers is always busy. A needy worker crieson the phone because there is a fire accidentin his house. The Center’s officers arrive withinan hour with food and subsidies. They alsoorganize a donation on the spot with the localresident’s committee and talk to the worker’scompany about urgent assistance detailssuch as repairing the house and providingmonthly subsidies.

It is told that the Center has made public twohotlines. Both needy workers and their relativesand neighbors, who are qualified for theassistance, will be counted as the customerand timely assistance will be offered right afterverification. During the past six years, therehave been 36,000 calls received and 46,500households assisted.

As the first center of its kind in China, it hasoffered prompt and direct assistance to needyworkers since its establishment six years ago. Ithelps resolve practical problems for the workersthrough five programs, including Assistancefor the Very Needy, Free Employment Service,Coordination by Post and Visit, Legal Aid and Help Supermarket.

Established by the Tianjin Labor’s Union,the Center has offered assistance to 371,900individuals, including service for living to84,000 people, employment service to 88,200people, schooling service to 50,000 people,medical-care service to 84,000 people, legalaid to 35,200 people and coordination to30,500 people.

Wang Jinsheng, manager of the Center, saysthat the service is supposed to be offered withpromptness and that the staff is supposed toprovide timely assistance to those who havedifficulty with their life. “What we require is ‘tobe quick‘. We wish to react in the first place,“Wang says.

Besides offering direct help, the Center alsoruns empowering programs, encouragingneedy laid-off workers who are willing and ableto work to re-enter the labor market. It offersone-package service of re-employment, technicaltraining, information, recruitment andfollow-up and there have been 87,600 previouslylaid-off workers and their children gettingre-employed with the service.

Zhang Qiyong and his wife were both laid offpreviously. He contacted the Center by mailonly wishing to have a try and the Center foundhim a position in a beer brewery within threedays. Later, the Center also helped his wife besuccessfully re-employed.

In order to make sure it is able to consistentlyempower people, the Center has establisheda funding program supported by the society.It builds a long-term cooperative relationshipwith several enterprises including TEDA andThe Second Darentang Pharmaceutical Factoryof Tianjin, and manages the donation from allsections of the society.
