65.20 morale projects focus on the immediate interests of Tianjin residents

In the recent years, the Municipal Government of Tianjin attaches great importance to issues that directly relates to the most practical and immediate interest of the people, and takes the continuous improvement of the people’s living standard as the ultimate goal and starting point of the government’s work. Since the 9th CPC Congress, the Municipal Government has adopted a development strategy that aims to improve the citizen’s living standard, and three consecutive “20 Morale Projects” are put in place, profoundly bettering the life of people in Tianjin, as well as the outlook of the city.

In order to transform Tianjin into the new economic centre of North China, and accelerate the development of the Binhai New Area, the municipal government has been devoted to the city function upgrading of Tianjin, and sharpening Tianjin’s competitive edge through the implementation of Morale Projects that benefits the people. All the programs in the Morale Projects, ranging from housing to employment, and from social security to environment, are directly associated with the demands of the people and the improvement of the people’s life in the long-term.

The Morale Projects, some of which have partly achieved their intended effect while some others are still in early phase of implementation, have become a regular part of the municipal government’s work, and are widely popular among the people.

In order to prepare for the Beijing Olympic Games, the Tianjin Municipal Government attached great importance to the implementation of the 2008 “20 Morale Projects”, and issued Plan on Implementing 20 Morale Projects to Embrace the Olympic Games. The 20 Morale Projects for 2008 enveloped almost all the issues that the people in Tianjin are most concerned with, such as old residential area reconstruction, street renovation, watercourse dredging, new residential area construction, public transportation system development, public heating system construction, afforestation, city environment refinement, bridge construction, comprehensive exploitation of the Haihe River, and transportation hinge construction. Through 150 days of due effort, Tianjin’s environment renovation has achieved notable success, and the city has taken on a new look of an emerging modern metropolis.

In February 2009, after soliciting public opinion, the Municipal Government launched its 2009 Morale Projects, which includes measures such as improving housing condition for mid- and low-income households, increasing people’s income, further consummating employment promotion mechanisms, decreasing people’s medical cost, promoting social security, comprehensive renovation of aquatic environment and old residential areas, as well as providing more parking lots in the city. After another 150 days’ of hard work, Tianjin is now even more beautiful, and the projects are achieving a good result.

All the Morale Projects reflect the public opinion and the people’s demand. During the projects’ implementation, the departments in charge take serving the people as the top priority, and spare no effort to meet the people’s demand. Before the start of every project, bureau officials will visit involved parties including residents, schools and businesses, and set up reception stations, announce hotline numbers, and invite residents to supervise the construction.

According to a survey conducted by the Public Opinion Centre of Tianjin Statistics Bureau, more than 90 percent of the citizens of Tianjin are interested in an active participation in the implementation of Morale Projects. The Projects have won not only the people’s understanding, but also popular support and participation. “Living on the same land, building a beautiful home together” has become a motto that is widely accepted and implemented by the common citizens of Tianjin.

The Morale Projects have also promoted a coordinated development of the Binhai New Area, the central city and the suburbs, with both the outlook of Tianjin and the people’s living standards largely improved.
