51.Promote the construction of innovation-oriented city with 35 independently innovatory projects

Tianjin launched 35 major projects of independent innovation in two batches in 2008, in order to further strengthen Tianjin’s innovatory capacity, accelerate its pace of industrial upgrading and push forward the construction of an innovational city. Efforts in this regard are expected to further fuel Tianjin’s social and economic development in an efficient and effective approach.

According to Tianjin Municipal Science and Technology Commission, the 35 innovative projects, most of which are embodied in Major National Science-Technology Projects, National 863 Program and key projects in national science and technology pillar program. These projects feature world-leading state-of-the-art technologies that represent major national breakthroughs in scientific innovation, involving equipment manufacturing, alternative energy, biological medicine and modern Chinese medicine, electronics & information, agricultural technology innovation, scientific service industry and energy conservation and emission cutting. They accentuate on industrial restructuring and upgrading, playing a key role in the establishment of a high-level, high-quality and high-tech industrial structure.

The 35 innovatory projects involve a total investment of 10 billion yuan, which includes an overall R&D fund of 1.77 billion yuan. Once completed, the projects will generate an output value of 25.3 billion yuan, as well as more than 100 billion yuan from related industries. Up to the first half of 2009, an overall investment of 1.99 billion yuan has been put in place, along with an accumulative total expenditure of 9.25 billion yuan and an accumulative R&D fund of 1.32 billion yuan.

The implementation of major projects has accelerated the pace of independent innovation. The first half of 2009 has witnessed 175 patent applications stemming from major independent innovation projects, 67 patents being granted and 195 new products developed, more than 20 of which fill in the gap in the country and take the leading position in the world. After the successful development of the world’s first single-stage building machine for jumbo radial tires, China’s first super high-performance computer “Dawning 5000A” with a computing speed of more than one hundred trillion times per second, and the world’s largest coordinated numerical control gear machining, a 35Kv/90Mw superconducting current limiter was put into operation in Southern Power Grid Yunnan Puji transformer substation, outperforming international equivalents.

The implementation of major projects has accelerated the process of industrial upgrading, bringing about new economic growth engines. Up to now, 39 sub-programs of the major projects have been successfully put into industrial operation. By the first half of 2009, 35 major innovatory projects have yielded an accumulative sales income of more than 13.03 billion yuan, contributing a tax of 1.52 billion yuan and significantly spurring the sustainable development of the economy.

The implementation of major projects has begot the local high-tech-oriented industry more support from the central authority and attracted more resources from both home and abroad. Through accelerating the construction of China International Zone of Biotechnology and Medicine and Tianjin International Bio-Pharmaceutical Joint Research Institute, Tianjin has introduced in 14 biological medicine enterprises from both home and abroad. Also the city has seen 17 biological medicine projects being included in the national new medicine R&D key program, winning a total state funding of 300 million yuan.

The implementation of the major projects has also profoundly strengthened Tianjin’s scientific development capacity. Through accelerated researching and industrialization of high-performance separation membrane, a whole set of energy-saving and high-efficiency film sewage treatment facility has been developed, and put in use on more than ten key projects of Tianjin. These projects include a Jizhuangzi Sewage Treatment Plant disposal project, capable of producing 53,000 tons of reclaimed water per day, a Junliangcheng Power Plant waste water advanced treatment project which can dispose and recycle 20,000 tons of sewage, and Beichen Reclaimed Water Plant which boasts a disposal capacity of 15,000 tons. The sewage treatment facility provides technique and facility support for more than 40 percent of key sewage disposal projects under construction in Tianjin.
