TBHIDA is one of the first national high-tech industrial parks, approved by the State Council in 1991. Tianjin High-tech Industry Park changed name into TBHIDA, after being nodded by the State Council in March 2009. With a total planned area of 97.96 square kilometers, the Area consisting of Huayuan Industrial Park, Binhai Hi-tech Area, Nankai Science and Technology Park, Wuqing Development Zone, Beichen Science and Technology Industrial Park and Tanggu Marine Science and Technology Industrial Park.

Huayuan Industrial Park and Binhai Hi-tech Zone, located at southwest and east part of Tianjin, are the core areas of TBHIDA. They have been dubbed as the “twins constellation” of the economic development of Tianjin. With a planned area of 11.58 square kilometers, Huayuan Industrial Park is the only large-scale developed region in Tianjin City. The Park has gathered five leading and competitive industries, including alternative energy, software and high-end information industry, bio-medicine, advanced manufacturing and modern service industry. As the first smoke-free area of Tianjin and the Environment Protection Model Zone of national ISO14000, it has attracted numerous famous international enterprises. A total of 3600 enterprises have settled down in the Park, including 24 World Top 500 enterprises.

The Binhai Hi-tech Zone locates at the intersection of the Dongli Lake and the Huanggang Lake, with a planned area of 30.5 square kilometers. It’s one of the nine functional areas of Tianjin Binhai New Area. In 2006, Binhai High-tech Zone has become the national high-tech park jointly established by the Ministry of Science and Technology of China and Tianjin Municipal Government. Four major high-tech industry clusters, including bio-medicine, alternative energy, high-end information technology and high-end service industry, have taken shape in Binhai Hi-tech Zone, which has been the flagship of the economic growth of TBNA. So far, many high-tech projects, including the manufacturing and application industrial base for space probe of China Aerospace Science and Technology Corporation (CASTC), the intellectualized industrial park of CASTC and the National Tianjin Assessment Center for Medicine Safety of Tianjin Institute of Pharmaceutical Research have settled in Binhai High-tech Zone.

Major economic indexes have been increasing at a speed of above 30 percent over the past decade, with continuous optimization of development environment, constant increase of innovation capacity and incessantly expansion of industrial scale. A large number of high-tech enterprises with independent intellectual property rights have sprang up. In 2008, TBHIDA begot a total income of 171.8 billion and a GDP of 41.2 billion yuan, with a year-on-year increase rate of 37 percent and 30 percent respectively. In the first half of 2009, Huayuan Industrial Park accomplished a GDP of 10.3 billion yuan, up 37.4 percent year-on-year. Its investment in fixed assets reached 6.27 billion yuan, with a yearly increase of 61 percent.

At present, Jinneng Mingyang wind-power equipment manufacturing base, bio-medicine project of Tianjin Institute of Pharmaceutical Research, R&D and application industry base for space-probing project of China Academy of Space Technology have been under construction in the Binhai High-tech Zone. The external decoration and the overall landscape-engineering project of the Binhai High-tech Zone Comprehensive Service Center have been basically finished. The general picture of the Bolong Lake came up with finishing touches to undergo, and the foundation for the further development of Bolong Lake Headquarter Base has been laid upon. In Huayuan Industrial Park, Goldin Properties Holdings Ltd.’s 117 Skyscraper was testing piles, and Polo Theme Park is subject to pre-construction procedures. The third-phase construction of the Software Park has been completed and is put into service, providing favorable development environment for software, service outsourcing and integrated circuit design and cartoon & game. The establishment of Tianjin Cartoon Industrial Base has strengthened the leading position for the Binhai High-tech Zone in Tianjin’s cartoon & game industry. Among the 17 sub-items of Tianjin’s key industrial projects in Binhai High-tech Zone, the project of Tianjin Zhonghuan Electronic Information Group and the 15MW thin-film solar cell project of Tianjin Jinneng Investment Company have gone on stream. The remaining 14 projects, such as the fifth phase of Tianjin Lishen Battery Joint-stock Co., Ltd., are under construction.
