On October 21, 2009, the State Council issued the Reply on Approval for Tianjin’s Adjustment of Some Administrative Divisions, approving Tianjin to cancel the three administrative districts of Tanggu, Hangu and Dagang to set Tianjin Binhai New Area. On December 27, 2009, the First Party Congress of Binhai New Area was held, marking a historic step forward of the new area’s administrative system reform. Through this administrative system reform, Binhai New Area became one of the areas with the least departments, agencies and registered personnel among similar areas in China. Over the past four years, Tianjin Binhai New Area, adhering to the slogan “do a good job of development and opening up, strive to take a lead in scientific development”, has been deepening comprehensive supporting reform, enhancing and creating new advantages in scientific development, and has achieved a series of remarkable experiences which can be influential across the country. As of the end of 2012, Binhai New Area had won 22 state-level honorary titles in total. Much of its successful experience has been promoted nationwide.
