“First Going and Trying” is a major task assigned by the country to Tianjin Binhai New Area’s comprehensive supporting reform experiment. According to the spirit of the Opinion of the State Council Regarding Several Issues on Advancing Tianjin Binhai New Area’s Development and Opening Up, Tianjin has in succession organized and implemented three rounds of financial reform innovation plans consisting of 60 programs; “First Going and Trying” exploration has been particularly done in the aspects of financial enterprise, financial business, financial market and financial opening up etc, primarily establishing in Binhai New Area a financial organization system, financial market system, financial regulatory system and financial ecological environment which satisfy requirements of a market economy.
