During the “12th Five-Year Plan” period, Tianjin vigorously implements a suburbs urbanization development strategy, which focuses on construction of new cities, demonstration towns and central towns and concurrently pursue comprehensive development, adheres to the two-wheel drives of suburbs urbanization construction and new-type village construction, and builds small rural towns, around the central city and Binhai New Area into city clusters with balanced development of large, medium and small cities with small towns, therefore realizing urban-rural integration. By 2015, Tianjin will transfer 1 million rural residents into small towns and its urbanization rate will reach 90%.
