Tianjin Binhai New Area wages all-out war for “10 Major Projects”

  The campaign to develop the Tianjin Binhai New Area was detailed into “10 Major Projects”, which include Nan’gang Area, Tianjin Port Economic Area, Core Urban Area, Central Business District, Sino-Singapore Tianjin Eco-city, Dongjiang Free Trade Port Zone, Binhai Tourism Area, Bestown Economic Zone, Western Area, and Tianjin Marine Economic Zone. The “10 Major Projects” cover an area of 2 270 km2 with a total investment of CNY 1.5 trillion in function area development, industrial structure enhancement, social affairs development, ecological environment and standard of living, etc.

  The “10 Major Projects” are:

  Project One To expedite the development of Nan’gang Area, with emphasis laid on Tianjin Nan’gang Industrial Zone, Textile Industrial Park and Gangdong New City, in order to build a world-class petrochemical industry base and a key textile industrial base in Northern China. With a planned CNY 800 billion of investment, Tianjin Nan’gang Industrial Zone, which covers an area of 200 km2, has been designed to be a world-class heavy chemical industry base and a multi-functional port area. The Nan’gang Textile Industrial Park, with an area of 26 km2, will dedicate to developing downstream products of the petrochemical industry, such as textile industry, electronic auto parts and new building materials, etc. It will mainly focus on attracting competitive SMEs, private enterprises and enterprises from other domestic cities that have developed to a certain manufacturing scale in the textile industry. The Gangdong New City will provide residential areas to the Nan’gang Area and serves as a function extension area for the whole region.

  Project Two To expedite the development of Tianjin Port Economic Area, with emphasis on developing equipment manufacturing industries including ship building and repairing, marine engineering equipment and high-speed locomotive, for the purpose of building a world-class heavy equipment manufacturing base in China’s coastal area. The Port Industrial Park will reclaim an accumulative land area of 200 km2, of which the first phase will take a land area of about 80 km2. So far, the industrial park has taken shape with 55 km2 having been completed. The Port Industrial Park has taken its shape. The Port Industrial Park and the Port Industrial Area was combined into the Port Economic Area in Dec, 2010.

  Project Three To expedite the development of Core Urban Area and comprehensively upgrade its capacity, service functions and environment. Covering an area of 53 km2 as planned, the core urban area will be turned into a modernized new city area, which features elegancy, delicacy, fashion and a frontline to showcase China’s opening-up policy, with efforts to improve a group of administrative and cultural facilities and upgrade the urban environment and through high-level planning, high-quality construction and high-efficiency management.

  Project Four To expedite the development of Central Business District, with emphasis laid on modern finance, modern business and high-end commerce, in order to build a reform and innovation hub at Yujiapu and a business and commerce cluster area at Xiangluowan. Central Business District covers an area of 23.46 km2, of which Xiangluowan area is mainly designated for hosting branches or subsidiaries set by entities from other provinces, Central Enterprises offices in the Binhai New Area, group headquarters, R&D centers and supplementary service industry; Yujiapu area is mainly for modern finance service industry.

  Project Five To expedite the development of Sino-Singapore Tianjin Eco-city, with emphasis laid on developing low-carbon economy, recycling economy and eco-friendly lifestyle, which should meet the international standards and could be easily promoted and duplicated. Sino-Singapore Tianjin Eco-city, covering an area of 30 km2, is due to be accomplished in 10 years with a projected population of 350 000.

  Project Six To expedite the development of Dongjiang Free Trade Port Zone, with emphasis laid on upgrading comprehensive port service function, developing comprehensive shipping services, international logistics services and bonded processing trade services, in order to build an open and functional bonded port in Northern China. Dongjiang Free Trade Port Zone covers an area of 10 km2.

  Project Seven To expedite the development of Binhai Tourism Area, which occupies an area of 100 km2. Taking the advantage of its vicinity to Beijing and sea area, Binhai Tourism Area will become a seaside tourist destination featuring theme parks, leisure center, eco-friendly lifestyle and yacht clubs, shared by Beijing and Tianjin, which will be regarded as a high-end leisure area and renowned tourist destination in Northern China. Up to May 2012, more than 100 companies have settled in the Tourism Area, with more small and medium-sized service or technology companies coming. The clear goal of the Tourism Area and its complementary industries make it obvious in the “10 Major Projects”, thus leading to a stronger adsorption effect.

  Project Eight To expedite the development of Tianjin Binhai New Area Bestown Economic Zone, which is planned to take up an area of 13.1 km2. The emphasis will be laid on developing international conferences, business services, catering services and entertainment, for the purpose of building a domestic and international conference venue, which is characterized by elements of traditional towns in Northern China, and a cluster area of small-size enterprise headquarters. Pseudo-classic buildings such as the Bestown Ancient Town, Phoenix Street, Wine-purchasing Lane and Billow-viewing College have already been built in the Tianjin Binhai New Area Bestown Economic Zone, attracting nearly 100 companies to settle here which leads to a registered capital of CNY 6 billion. And what’s more, this trend is mounting. In the late April of 2012, Bestown Ancient Town was opened to the public.

  Project Nine To expedite the development of Western Area, with emphasis on developing Aviation Valley, Bolong Lake and Tianjin Economic-Technological Development Area (West Zone), in order to build a high-tech industry base with strong competitiveness and headquarters area for top-notch companies. The Western Area of TEDA has already formed industrial cluster which involves the industry of aviation, car-manufacturing, new energy and material, equipment manufacturing and biological medicine. The Vestas Tianjin Integration Wind Power Production Base has already been one of Vestas’ important global wind equipment manufacturing centers. Tianjin Qingyuan Electric Vehicle Co., Ltd. is the largest whole-motor-car manufacturing base in China. Based on these important projects, the Western Area has formed an industry group and is speeding up to its fast development.

  Project Ten To expedite the development of Tianjin Marine Economic Zone, which is expected to occupy an area of 18 km2. The priority will be given to developing sea product processing and wholesaling, logistics and yacht making, exhibition, maintenance and sale, in order to build a sea product processing and distribution center in Northern China and yacht development center. The road network made up of thoroughfares, the ancient Carp Gate, the Yacht Club and offshore buses have become the new tourism attractions while the Aquatic Production Town, the Model Refrigeratory and the dock with a capacity of 5 000 tons make it possible for the cold chain logistics and aquatic products processing to fulfill the task from fishing to trading. The development orientation of “the Northern processing and distributing center for cold chain logistics and aquatic products, the Northern industry center for yachts” will form new wonderful scenery in the fishing Port area.

  The “10 Major Projects”, which are taking place at Binhai New Area and covers an area of 2 270 km2, will be carried out from east to west. It is a large-scale and grandiose event that deals with reform and opening-up of the area, high-tech innovation, functional zones development and infrastructure construction. It would promote social development, environmental improvement, people’s living standard and every other think you dare to ponder.
